The USB device does not completely resume from suspend/sleep causing touch to not respond.

This issue can be resolved by following few steps.

1. Go to Start Menu then Control Panel and open up System icon and locate the   Hardware Tap.

2. Open up the Device Manager Tab and locate the Universal Serial Bus  Controls and   Open it.

3. Scroll down to USB Root Hub and Double Click

4. After opening this tab you will need to locate the Power Management Tab and
  Un Check the Box that says Allow this computer to turn off this device to save power,   then click OK

5. Proceed with steps Three and Four for any other Root Hubs available,
